Here, 发 as in 头发 tóu fǎ (hair) is taken to be 法 as in 法律 fǎ lǜ (the legal system). Both have the same pinyin sound.
The monk with his shaven head has no 头发 =无发 =》 无法.
When he holds the umbrella, he is sheltered from the sky i.e. 无天.
The phrase 无法无天 means "lawlessness". If you say someone is 无法无天, he or she is behaving with no regards to the law.
