In this riddle, 婆 as in 老婆 (wife) is juxtaposed against 公 as in 老公 (husband).
If 老婆不帮忙, then 老公 has to settle his own things, hence 老公的事, 老公去办. Which is why
公事公办 is the answer.
The phrase 公事公办 gōng shì gōng bàn means to handle official business with strictness and fairness. If one executes public duty without letting personal affairs get in the way, he or she can be said to be upholding the principle of 公事公办.
The other MCQ option, 白手起家 bái shǒu qǐ jiā, is interesting. It means to start from scratch and build one's fortunes, so there is a sense of solo and unaided effort. But compared to 公事公办, it fits less tightly.
